The selection is divided into three phases :-
1- Initial Qualification.
2- Knowledge , Skills and Abilities Assessment.

The applicants selected for this position serve as a Field Training Officer (FTO) under the direction of the Operational Services Bureau (OSB), providing collateral responsibility to train newly assigned Patrol Mobile Response Division (PMRD) sworn officers and evaluate those newly assigned officers on a one-on-one basis. FTOs are able to effectively and competently perform independently in the field.
Note: Multiple vacancies exist. The number of FTO positions will be determined by the needs of the Department.

As a Field Training Officer (FTO), you will:
Provide on-the-job training to new officers immediately following reassignment to the Patrol Mobile Response Division (PMRD). Responsibilities include providing direction to a new officer in daily operations and related field operations and various facets of police service within the Congressional community. FTOs provide field and scenario-based training, ensuring that the probationary officer experiences different facets of police work unique to the PMRD mission.
Evaluate and advise on the officer's progress by observing performance of the officer and preparing observation reports. Evaluate the officer's handling of assignments and documentation of incidents/events. Identify deficiencies of individual officers and collaborate with the FTO Sergeant and Division Coordinator to develop and implement a remediation plan to assist the officer in successful completion of field training.
Evaluate training materials for currency, applicability and technical accuracy. Research and evaluate the validity and pertinence of course materials and determine the most effective methods and procedures for organizing training materials that provide adequate, clear and detailed coverage of law enforcement subjects. Collaborate with the FTO Sergeant and Division Coordinator to develop training books covering law enforcement functions and procedures of PMRD; determine pertinent issues and collect relevant information for a variety of sources; and review information and apply standard analytical techniques.
- Must be a current USCP Officer below the rank of Sergeant.
- Must have attained the rank of Private First Class.
- Must be assigned to Patrol Mobile Response Division (PMRD).
- Must be in possession of and maintain a valid driver's license.
- Must successfully complete all required training.
1. Must be a USCP Officer below the rank of Sergeant and have successfully attained the rank of Private First Class (PFC) and successfully completed his/her probationary period by the closing of this announcement.
2. PMRD Technicians assigned to Canine are eligible to apply under this vacancy announcement.
3. Must have successfully completed the PMRD field training program and must have satisfactorily completed the PMRD probationary period by the closing date of this announcement.
4. Must have received an overall performance rating of 'Meets Expectations' or higher on the most recent Performance Evaluation and Communications System (PECS) appraisal.
5. Must not be in restricted leave status as of the closing date of this announcement.
6. Must be in full and unrestricted duty status as of the closing date of this announcement.
The following selection process will be used to further assess candidates who have met the initial eligibility factors.
Candidates must qualify under each phase of the selection process described in the announcement in order to be considered in subsequent phases.
Phase I: Initial Qualification - The Office of Human Resources (OHR) will conduct an eligibility factor review as outlined in this vacancy. In consultation with OHR, a review of all candidates' personnel jackets will be conducted by an appointed assessment panel.
Phase II: KSA Assessment- Knowledge, Skills and Abilities (KSAs) will be evaluated by an appointed assessment panel.
Phase III: Structured Interview - Candidates eligible for Phase III will be scheduled for an oral interview.
Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review. The hiring manager at his/her discretion may elect not to select a recommended candidate for reasons such as: substandard performance; serious sustained misconduct; and/or pending investigations internally or externally.
